This article is devoted to the reconstruction of the organization and the internal life of the local Christian community in the period of the Arian crisis on the example of the city of Sirmium. The main source is the Latin monument “Altercatio Heracliani cum Germinio”. It is a revised stenography of the dispute between Homoian bishop Germinius and pro-Nicean layman Heraclianus, which took place in 366. Analysis of the text demonstrates the basic principles of the local church’s organization in this period: the monarchy of bishop and the consensus of his flock. At the same time the Arian crisis of the IV century was a great threat for the conservation of church unity not only on the universal, but also on the local level. As the appendix of this article, for the first time is published the Russian translation of this source
